According to White House Press Secretary, it’s actually totally normal that Joe Biden only takes questions from a pre-selected group of reporters and gets their questions ahead of time to prevent him from having to think in the moment.

When Biden was speaking with South Korean President Yoon Suk Yeol in the White House Rose Garden, a photographer got a picture of a “cheat sheet” in Biden’s hand that indicated he had advance knowledge of a question from a Los Angeles Times journalist. Courtney Subramian The sheet read “question #1” next to the journalist’s name (who was the first to be called on), which the sheet had a pronunciation breakdown of. The sheet also included a the question "How are YOU squaring YOUR domestic priorities — like reshoring semiconductors manufacturing — with alliance-based foreign policy?"

With the administration facing criticism over the sheet, KJP pivoted from her usual strategy of not answering questions and instead tried to spin the incident as routine.  “It is entirely normal for a president to be briefed on reporters who will be asking questions at a press conference and issues that we expect they might ask about,” KJP said. “It is not surprising that yesterday we would anticipate questions that he did receive — right? — on the visit with the South Korean president.”

Then she decided to throw in a lie for good measure; “We do not have specific questions in advance, that’s not something that we do.”
