In what actually counts as a "fact check" in the questionable fact checking industry, the Post's Philip Bump "debunked" this claim by arguing that of the 20 most dangerous cities, only 95% of them are run by Democrats, and one has an independent Mayor.
And because of that, he rates the claim false.
Bump used the chart below as support for his ruling (the per-10,000 residents chart on the bottom is the relevant one because it's on a per-capita basis), though the sane population will interpret it as making the opposite point that Bump believes it does.

While easy to mock Bump here as is, his case is even weaker than it appears because the city with the independent Mayor, Springfield, Missouri, does not have partisan Mayoral elections, and thus the Mayor of Springfield has been an indendent since 1952. Even when one that would otherwise be a Democrat is in office, they will always be an "independent."
Thus, of the 20 most dangerous cities where Mayors belong to political parties, there's one party control.
