After spending months publicly claiming that we needed to spend more money on infrastructure and that we need to get rid of the filibuster because the GOP won’t cooperate with Democrats on anything, 11 Republicans came to a bipartisan agreement with Democrats about an infrastructure plan.
Joe Biden responded to that by immediately changing the terms of the deal. The bipartisan agreement would only be allowed to pass if another, much more expensive reconciliation bill filled with liberal priorities was also allowed to pass.
Biden said, “If this is the only thing that comes to me, I’m not signing it. It’s in tandem.”
Lindsey Graham was one of the 11 Republicans that cooperated with Democrats to do an infrastructure bill and he was not happy about Biden’s betrayal.

One of the other Senators that signed on to the deal, Jerry Moran, also signaled that he wasn’t okay with being backstabbed. He noted that he wouldn’t agree to the deal unless Joe Manchin and Kyrsten Sinema pledged to oppose the reconciliation bill.

That’s important, because without Graham and Moran the infrastructure bill doesn’t have enough support to get past the filibuster. It also seems very unlikely that they’re the only two Senators that have a problem with Democrats dealing with them in bad faith.
One of the many reasons that Congress is constantly gridlocked is that promises mean nothing in the Senate. If the deal you made today becomes inconvenient or is criticized tomorrow, it’s gone. It doesn’t even matter if it becomes the law of the land. If you want an example of that, look at the border right now, where Joe Biden is just ignoring the law because he’s decided it’s to his party’s advantage not to have a border. That makes long-term planning effectively impossible and guess what? Nations that can’t effectively plan ahead don’t function very well and don’t have a very bright future.
